Yes, with an active subscription, you can!   Once you add the eMeals app to your device, it will begin to store plans from the day of installation going forward.  Past plans can be viewed by clicking the “Older Plans” link in the app.  If the app is deleted, the data associated with it including your meal plan customizations will be deleted.  If you backup your phone through iTunes or iCloud, those customizations should be restorable using Apple’s standard backup restore process.
